I am not an expert but my initial response is that parents are responsible for their children. Obviously, some parents are not very effective and in those cases, I guess that 'society', social services etc kicks in and tries to retrieve the situation. With regards to predicting potential obesity in children - yes, I am sure there are markers/indicators that can be assessed with s but how much they have to do with genetics and or social circumstance is debateable. My personal feeling is that there will be some kids - very few - who are genetically predisposedbut I blame the parents.
